My bit about the two non-defending forearm weapons and a heat blade was that the combination allows dual weapon attacking with said impact hammers or arc projectors, two very powerful melee weapons, while eliminating their weakness of lacking melee defend altogether. Using a shield renders the shield hand's forearm weapon unusable, thus negating the two weapon combat advantage, unlike a hand-wielded heat blade.

Er, what I'm trying to say is that I felt bringing the detail to attention was necessary, for the confirmation of whether it is possible, and whether it damages game balance or not. Even if it's a bit of a goofy combination, admittedly. And I'm not entirely sure whether the advantage is that great anyway, considering the hefty weight penalty it inflicts on whomever tries to take it.

Ah. Okay. I see what you mean. Still, I don't really feel that it's that much of a difference, when you consider that those who optimise for Melee combat would usually just counter for max dmg steps anyway.
